Since Bad will always exist, always there will exist a group of people who attack another people. For example, a person of crime usually attacks an innocent, i.e., a 'bad' robber who threatens a 'good' victim for his wallet.
A peace seeking people demand the quickest and surest way of survival from sudden disastrous threats and ends.
In the beginning of ancient days, facing a new undiscovered land dominated by territorial and warlike or pagan tribes; in anarchy, immorality of any kind can flourish; some were prone to the worship of dark spirits and deities; a people stand on actual and conceptual soil from which the danger of possible war is present where death can often loom.

Usually, people resort to choice "B". What choice do you like?
Life is most precious, thus people will make utmost sacrifices to save it, also to give rewards to those who'll accomplish it. To fight fire with fire, they fight a threat of war by relying on a hero of war. A leader who successfully secures the ultimate goal of preserving a people is afterwards as compensation granted the reward of sovereign benefits, and for permanent security they would establish continual leadership by a public formal agreement = a status of king is born.
A leader who protects a people becomes a ruler; a ruler begins a sovereign power; a successful sovereign power grows to become a king; a king forms a state and is the first of monarchs; a monarch over a state is a monarchy or sovereignty.
(Present day monarchies are not always sovereignties; meaning a monarch with absolute power had passed the sovereign power to the administration of the government. )
A king is a united ideal that symbolizes universal protection, hope, stabilty, strength, and confidence all represented by one man.
A cherished example of a ruler in history is King Arthur.
Compared to the U.S. governement today, the personnel of government are always changing; Instead, a permanent king and the lineage who inherits the king's key attributes, solid experience and knowledge for strategies of war, gives people who are protected by a soverienty, through ever-changing times, a sound state of assurance that thereafter reaches into endless generations.

The 3 parts of this theory are:

Offensive People = The Force Theory;
Initiating Ruler = The Divine Right Theory;
The theory of the defensive people (above) has the basis of the Social Contract Theory, but alters it by adding the ingredient of a superior opposition to create a people who willingly seek a ruler

#3B : Protection
The defensive people call for a ruler because of the offensive people.
Here is an example of an offensive adversary you could meet while unprotected.
Vlad III was a warlord. He is the figure who inspired the infamous supernatural dark phantom of modern times who's name is Dracula.
Vlad III in actuality carried a sword called the kilij, he's said to dip his bread into the blood of his victims, and impaled innumerable prey.
In war history, warriors bore swords that hacked a soldier apart
in about 7 or more slashes.
The kilij (if I remember correctly) has a dull blade, and an odd bend near the sword's tip, as if one half of a boomerang made of steel was attached to the blade's end. The soldier who wielded the kilij swung his arm and can slice another man's whole body in half in 1 or 2 cuts as if he was made of butter.
In war, any terrible nightmarish event could surprisingly happen. In a jolt, a body of men without any government and its protection
might be assaulted by a barrage of arrows, fire, and ruthless blades of soldiers. The last vision anyone wants to potentially happen is spilling massive blood of innocent men, women, and children. Realistically, outcomes of war are exactly that.
A warlord like Dracula, may strike a peaceful people who don't have war experience to know what to do.
Is there hope for men against a Dracula?
The consequence is, the beginnings of a sovereignty are a group of bold men organized by a leader, like King Arthur, that have overcome a foe or threats of a foe, where benefits are due from the people, and who rule over a people to directly protect them. The sovereignty set is an efficient organization to command effortlessly for the assurance of continued life.
They surmount a land, sometimes of evil, for their people to rest and reside in a sphere of safety to blossom a nation.
The final conclusion is, a modern legacy of a sovereignty may extend all the way into the historic beginnings of mankind's foundation to when superior commanders lived who had overcome eminently raw peril. These eternal heroes may live endlessly, in memory through the royal family lines. These quintessential forefathers, could have caused all or most present day civilizations to survive. A monarchy is the symbol that cherishes the basic imperative knowledge of our history's greatest heroes.
A New Independence
Since the dawn of man the disease of corruption has been infectious to all men. A king in essence is a person, and is not excluded apart from mankind.
All persons are not flawless (after eating the fruit of Eden).
Early America exercised the idea of full independence
because of repeated unacceptable occurances from a certain ruler.
An irony?
In the beginning, a group of persons elect a leader as a ruler for the prime reason of protection, but when the power of a ruler / king instead is used to attack his very own people he should be protecting, the reason for a king has lost its value.
Thus a united people sought independence; America was born.
Whether the starting generation sought a ruler for protection from suffering by a threatening land, or at the conclusive generation who sought pure independence from suffering by a leader's unkind participation, in all these cases men want to be shielded in an environment of good treatment.
Universally, if you are included in mankind, what is the
right way all men and you should be treated?
Right Rule
America in consequent search for fresh universal fairness shows how an unhappy people will rebel even against a king they themselves officially set. It reveals one principle of rule, of 2 principles for rule.
To rightly rule over a people or an individual, are 2 requirements.
2 conditions of rule:
A) A unanimous vote from a people or person to permit rule.
( This is done in the present or was done in the past.)

Explanation: Where there's zero protection, and the extermination of life threatens a people, it ignites the will to permit rule over every inch of their lives to a war leader, to soak the feeling of relieving reassurance into those inches.
For instance, hypothesize in history a group of Jews without governmental protection who face a domineering leader as Hitler, he who seeks Jewish genocide, the Jews could have (if they chose) approved a war leader who would become a ruler in exchange for their protection, peace, and preservation.
They would have to unanimously permit rule.
For a second instance, a friendly and benign kind of rule is exercised in the workplace for the end effect of productivity of high efficiency. A person chooses to consent to have an authority for any job. You can leave at any time so it's harmless and the employee always keeps a free choice.
B) Rule is given that only extends to the limit as to produce a certain end effect. ///
Explanation: That "end effect" is typically to save people's life, peace, and resources.
When facing a opposition like Vlad III or Hitler, a defending king's rule over a mass people reaches to the final limits of having full command and all resources for 'that' certain end effect.
Royal authority or privileges are ineffective outside the boundaries of these objectives. For decisions of a man's independent free choice, the guideline of nonintervention for authorities is an ideal goal to consider.
Personal and private lives have a boundary of etiquette that neighbors should naturally preserve with valuable regard and fragility, including the ruling class who are charged with protecting people's life and lifestyle. Hence, the privileges for anyone including the ruling caste are missing when it concerns peculiar personal activities such as prying by extravagent depths into life activities of individuals. Exceptions to the rule are specific persons' secret activity which are targeted as jeopardizing the safety of all people, i.e., a spy.
A sole reason a person is awarded with sovereignty is to help the people. Any time a ruling member of royalty misses the prerequisite of helping their people, instead who may direct power as harming actions to a person or people, the ruling person no longer matches the requirements of a sovereignty, and having a sovereignty in that case is no longer fitting.
The work environment is a different organization or authority than a sovereignty or government. The leader or boss has the rule or authority for the prime "end effect" of making money.
The employer who hires an employee for a certain task or job only has charge of an employee as far as the 'end effect' of doing efficiently his/her specific task or job -- that contributes to the company making money. Efficiency also includes safety of a person at work.
Sequence
Firstly a warrior and army are granted rule for a prime goal.
Secondly a warrior and army works to achieve the goal.
Thirdly if a warrior succeeds at the prime goal, he is granted a sovereign bounty, and continued reign to forever ensure the prime goal is upheld.
Final statement

Review and Overview.
The present day sovereignties we witness serve as emblems of brave men that achieved success over adversity in the early days of forming states.
The historic foundation are a people who had some stimulating encouragement as in challenges of threats, oppositions, or a lethal warlord to respond for the need of a ruler.
They're resorted to a plan to call an army of brave soldiers who were given all power to rule as a way to concentrate the effectiveness of a people's survival -- when life is most precious.

Inspired by the ideas of John Locke (who cocreated The Social Contract Theory) that painted a picture of a sovereign status of people, to realize that picture Thomas Jefferson primarily wrote the Declaration of Independence. In 1776, a new united independent people were born, the United States of America.
The U.S.A. is home of the domacracy, where the people are royal and free. It's a right to any U.S. citizen. If ever anyone wants to catch this ultimate gift of sovereignty, if not in a democratic environment already, you may one day decide to become a citizen of America.
It's a natural gift of creation we should all share.
