Here thoughts form a handful of answers, likely are not wholly comprehensive answers to satisfy all opinions.

This part discusses "the most healthy....state of men (#A)," by independence (#1).
To explain Independence, like the Declaration of Independence and bills of money where display the references to God, God is often used as a counterpart to or basis of American ideals. To explain independence, it seems whether it's preferred or not is to inevitably dive into the subject of God. Hence, let's revisit the topic of God and his independence, and soon let's revert the attention to Adam and Eve.
Most Americans are Christians, as written from this environment, these statements begin by serving to appease a Christian's belief; more thoroughly than preferences in beliefs of Agnostics, or Atheists. Yet, agnostics may benefit.
A religious American or Christian can appreciate a few points. Later, I'll comment specifically for agnostics and atheists.
Outstanding fellas and ladies:
To start;
An eternal being of God lives today and has the supreme power to control every man, and in each man all parts of him / her. God has the absolute infinite power to control a man's body from inside where reside the feelings of peace to anger, the will of mind to do, the organs of the 5 senses; to the outside where are the whole exterior body, the eyes, hair follicles, even further to the blood molecules and tiniest composition, hence can control man in totality. However, if God flawlessly controlled man to the atomic degree, then man's will and body would be united perfectly with God; then man would Be God; then the individuality of man wouldn't even exist. If a God (who's everywhere) and man are purely equal in make, the connection where God as a being ends and man as a being starts at the seam between would not be distinguishable.
In Creation, by releasing control and detaching from mankind (including by an obviously separated body), to cause truly definable limits of independence is why the individual being of man is uniquely observable and has any identity at all.
Independence too is seen even in the word "creation". To "create" means to "bring into existence". If God is all existence and is everywhere, how can he create something into existence unless it was a new substance made apart from the already existing omnipresence of Himself?
Plainly said, how can you bring something into existence if everything already exists? It would have to be something new and independently made.
It is said the Christian God is made of love, or is love. From love God made man. Between any 2 beings love is a substance that turns into a relationship. Bounded to men by love in a relationship, a God of love, understands in terms of love, and the love from men in return is what He most understands and wishes for = complete devotion, service, and reverence for Him from men.
Is this true from any God? Allah, Krisna, or even Zeus, wants full devotion from all men?
A supreme being who exists today has the limitless power to make every man worship him; He can dominate and rule all men to capture the wholehearted participation and service he wants. If so, why doesn't he simply bend the will of all men to worship him?
When men are disrespectful or rebellious, why doesn't God effortlessly flick his pinky finger to cast his force onto man to obedience, to punish, or to obviously threaten destruction to the whole species of mankind if he requires worship, when instead men avoid, forget, or refuse to worship Him?
In terms of God, He doesn't want men to be ruled, or He Himself would rule them. He could easily rule you or anyone, yet He permits your independence and absolute freedom, to even rebel against him in irreverence. His non-interference may suggest his will for human beings to allow unending carefree freedom.
Consider in fancy the story of creation.
The perfect Being creates perfect creations.
He creates a pristine environment of Eden, following is the flawless creation of man. Unending growth means growth with no limits, or growth without restraint. If God barricaded creation away from evil, that would be a restraint. If God wanted to put a restraint on evil, probably He would not for the first 2 human beings within the Garden of Eden put the knowledge of evil as fruit within arm's reach. Could he distance it, or moat lava around it?
Besides, God placed the tree of life (a significant tree from which Adam and Eve were allowed to eat) in the same area as he placed the tree of the knowledge of good and evil (a significant tree from which Adam and Eve were Not allowed to eat). By where the trees were planted, does it show any true restraint from evil?
'Perhaps' you can hypothesize, because God has the knowledge of good and evil, God provided the possible means for man to grow to be truly like Him by having no boundaries between man and the forbaded fruit if ever arrived the time for men to capture lofty heights of godhood - to hold similarly like God the knowledge of good and evil.
Hypothesize if you please, a body part of God can never do anything opposite of what a perfect God wants. For any part of God to do something opposite of what God wants, it would first have to be detached from God to do something God did not intend. Then to move at all, it needs to be attached to another mind. Thus to move the body part of God in opposite ways, the part needs to be detached from his perfect control and attached to a different mind. The mind would likewise be detached and independently exist = a fully independent mind.
(Isn't humankind said to be the body of Jesus?)
In the time of Adam and Eve there was another animal who did something 'opposite' of what God wanted, who moved in different ways from what God wants, which shows an independent mind in creation.
To make a single point, in the earlier page about the subject of choice, every detail about the story of creation of Adam and Eve were not given.
Independence in whole can be seen represented by a third prime example, more than Adam and Eve. The evidence of first independent thought is truly experienced by an animal.
Actually, this animal persuaded Eve to eat the apple. It was an already independent mind of this animal (able toward utter rebellion), who persuaded another independent mind of Eve (able to rebel likewise) toward the knowledge of evil. The animal passed the quality of disobedience from its truly independent thought into Eve.
If a full independent mind exists in perfect creation in any part that independence was allowed on purpose, by flawless actions of the perfect being. If all is perfect in creation, how can something imperfect exist? A God who made all things perfect, who made Creation perfect, God also created in all animals the trait of perfect independence.
The consequence was it was mankind's independence to perfectly detach from God's intentions and even rebel
that man destroyed himself by thought away from perfection (inner environment), as well as the perfection of the Earth which he owns (outer environment).
If anything in life seems imperfect, it was man's curiosity that chose the path of being imperfect.
To answer the question;
The supreme being for the most healthy, productive, thriving state of man created for human beings the perfect
outer environment of Eden and Earth and the planets beyond, also with a detached human body, and the perfect inner environment of a real definable independent mind, both for internal and external unrestrained limitless growth.
God granted at creation and has permitted up to today mankind perfect independence, to signify it's the ideal state of (His) preference for human beings. In practice, the ideal state for a independent human beings in a 'population' (of good, bad, and manners or bearings inbetween) is with government.
For Christians, the answers are = independent and governed.

This section is the topic of independence (1) with government (2).
The independence seen in the story of creation is the same independence to see by its preservation in today's many states including the United States of America. The difference in Eden from America is, instead of 2 men there are abundant men Plus they're organized by a government.
Independent (1), and governed (2), are actually the same. When an independent party of men accordingly band together they form a government = to be governed. From creation was inborn the instinct of Independence, to the battles inspired by Independence, to the document of the 'Declaration', set the government of America.
Therefore, the original independence of nature was captured in pure essence in an atmosphere of total liberty by USA ideals achieved by the Declaration of Independence.

These points have a conclusion. This summary concludes as elements that combine into a planetary shape that in its final effect forms a universal beaming ball. The beaming ball is an idea especially Americans live on unknowingly, because it may have escaped us to not fully recognize or utilize it. What is it?
The word we call it by is "democracy".
"Democracy" is a word that seems complicated, too political, and could repel. In spite of that, to listen to its meaning grants you power. USA is a democracy.
In our early stages we were bred with advenutures of royalty like King Arthur and the round table of equal knights. Also, we acknowledge monarchs, monarchies, and sovereignties.
What is a sovereignty? A sovereignty is a person or party with the highest absolute power. Did you know the American people are a sovereignty with sovereign power?
A democracy 'means' the free people are a sovereign power. It's true. In an American democracy the free people have the ultimate power of rulers on earth, and the only power greater than a free people is your God, your gods, your deities, your prophets, etc.
If you have no beliefs, at least the democratic laws will keep every man within the standards of ethics of morality and etiquette of decency to maintain the fairness among all men in all cases.
You may be a man in a tiny city, with a tiny job, who lives in a tiny apartment, though if you are an American citizen, you have the power of a ruler. The roads of opportunity stretch out to royal possibilities.
The U.S.A. may be one pioneer of democracy, but many countries are democratic. For fairness of all people, many countries agree by adopting to be a democracy. It inspires everyone in elevated positions or not as elevated toward higher and utopian courses of living.
One day you will meet an intimidating police officer. Pause to realize, all the power is with the people. Also, policemen are there to serve the people. The only time a policeman has authority over a free people is if you do something wrong, like endanger another free person.
A free people can elect any good leader by vote but in the proper context can also dutifully release or dismiss a leader by vote. The only true leader of the people is each single person. All authority doesn't exist except when approved by single persons in unison.
Our government does not essentially control, but acts as a united voice and action that conveys the overall will of "US", the united people. ("US" of America = USA. )
Americans created the political party who govens us, but don't rule us. Free and equal men if controlled or led by any measure, unless any man would allow it, would mean the people are no longer free or equal.
You are a supreme power on the planet; Sovereign royalty is one of the greatest powers of Earth; no other power on the planet should control the royal stance an American has been given.
If you're not an American, and do not live in a democracy, you may ponder the possibility if this free and available sovereign power can suit you. If so, you may wish to join America as a citizen.
If anyone doesn't treat an American with the excellent treatment
he/ she deserves ( deserving near best treatment), as the lesson of beginning America has proved,
we are allowed to cut ties with any leading source.
Each supreme man is given the power to do as one wishes, without interference or fetters from equal citizens or leaders - who if are friends or friendly should help alleviate or break them away. Of course, in doing so we should adhere to fairness with our neighboring peers.
If ever comes one day, a person or party would attack one equal man, would it the same attack all equal men? To attack peaceful men, is to attack peace itself. If peace and friendship are the constant human ideals it's imprinted as a definition of who we are by nature. To offend peace is to be out of right harmony with nature, and is an unfriendly power in a basically friendly driven world.
